To set forth the rich culture of the Mising people to the world stage ,the chief festival of the tribe Ali-A:yé Lígang has been planned to celebrate with two-day long programmes in the city of Guwahati, the gateway of northeastern region of India. The Ali-A:yé Lígang is basically an agriculture based festival of the Mising Tani tribe of the region. The All Guwahati Mising Kébang(AGMK) ,the organization of the Mising people of the city ,which is organizing the mega event with this objective in mind is planning various programmes to focus the rich cultural aspects of the tribe.Although the festival falls on the first Wednesday of Phagun, observed according to Assamese calendar ,this year the organization has deferred the date of celebration in Guwahati in order to attract more people to the festival cutting across cultural lines. For the first time ever, the city of Guwahati would be witnessing two day event of Ali-A:yé Lígang at the College of Veterinary Science (C.V.Sc)ground in Khanapara on 18 and 19 February,2012.Earlier,the festival was celebrated in the premises of Murong Okum located at Japorigog in the city. The Ali-A:yé Lígang is also seen as an spring festival as it coincides with the season. This is likely to be the biggest ever Ali-A:yé Lígang festival celebrated in Guwahati so far.

Attires, recipes and apong stalls on the venue!
Sources in the AGMK told misingOnline.com,the two-day event is all set to shine the Mising tribe's culture, lifestyle and to keep on the spirit of the festival in such an open space of the city. There will be stalls on Mising attires, recipes and drinks as well.Various cultural troupes will perform Mising dances like Gumrag,Léréli,Sélloya in this two-day event. The Mising tribe's love song, popularly known as Oi Ni:tom, will fill the atmosphere of Ali-A:yé Lígang festival.A fashion show with Mising attires will also be organized on 19th February. It is expected that huge number of stalls will precipitate in this spring festival. One Mising youth of the city excitedly told MO that he along with friends are very interested in opening apong(beer) and adin(meat) stalls and they have already asked some women to make stuffs ready for apong during the festival.

AGMK to dedicate cultural function to Oi Appun and Bhupenda
In the two-day programmes, the first and the second night of cultural functions are set to dedicate to Oi Appun Gonesh Pegu and Dr Bhupen Hazarika respectively.Ms Bobita Sharma of 'Bideshot Apun Manuh' fame and chairperson of Assam State Film( Finance and Development) Corporation Limited will inaugurate the first night of cultural event ;and noted writer and editor of Assamese daily ''Amar Asom'' Mr Homen Borgohain will inaugurate the second night. It is to be noted here that the organizer of Ali-A:yé Lígang, the AGMK ,is one of the oldest organization working for Mising people especially in Guwahati. The AGMK was formed in 1968 with the initiatives of noted educationist Prof Tabu Taid ,writer and scholar Late Bhrigumani Kagyung and linguist Prof Nahendra Padun. The AGMK is regarded as the precursor to Mising Agom Kébang(MAK) that came into existence later in 1972 at Dísangmukh,Sivasagar.

Conversion of Misings to other religions and its Social impact

While conversion of Misings to religion like Christian or Islam normally make news, the other kind of 'religious conversion' by Misings does not often make it to news papers or discussion among Mising intellectuals or Mising youths.

The other kind of religious conversion by Misings are like converting to 'Sankari Sangha', Thakur Anukul etc. which are kind of rigid sect of Hinduism. It is no doubt that, almost every Misings converted to Hindus after it migrated to plains of Assam from hills of Arunachal Pradesh and came into contact with other advanced plain dwellers like Ahoms, Kalitas etc. But it is also a fact that Misings could never be a Hindu originally. And recently, the original religion practised by Misings as well as other Tani tribes Donyi Polo has seen resurgence among Tani tribes as well as Misings.

Misings have now started documenting their various beliefs, religious rituals and started following them again. In line with other religions, it has also started creating "religious place of worship" ( for example temple or masque ). Most probably this is a huge advancement.

When I visited my village recently, I have observed how conversion of Misings to other sects of Hindusim have affected daily life among Mising families. A person who have converted to Sankari do not eat cooked by other Misings who have not converted or remained "Keolia". Sankari converted peopl no longer pork even in Dadgang. I had a feeling, the Sankari converted people start to look down upon other fellow Misings!

Misings who have converted to "Thakur Anukul" sect or "SatSang" do not eat pork or Apong (traditional Mising rice beer). While with advent of civilisation, there may be need of limiting consumption of pork and Apong, but they totally denounce these pork and Apong which are symbol of Mising identity.

So, in a nutshell, with this kind of conversion, unity of Mising people have been affected. In this globalised world, a small tribe like Mising, unity is a must in order to preserve its identity, culture etc. It may be mentioned that, few Misings who have converted to Islam, have almost abandoned every Mising customs and no longer have any contact with Mising society.

Most probably, the time has come for Misings to streamline their religious belief, worshiping traditions before it becomes too late. Most probably, Misings should go back to its original Donyi Poloism and align with other Tani tribes who trace back their roots to Abo Tani. And in order to discourage people from converting to other religion, economic measures like prevention of issuing ST ( Scheduled Tribe) certificate should be discussed.

By : Bhaskar Pegu
2001 Nobel Laureate Joseph Stiglitz of Columbia University,USA ,former chief economist of World Bank and former economic advisor to Bill Clinton' government ,who was in Assam, visited Buruli, considered as Mising tribe's last traditional habitat in the north bank of Brahmaputra, especially two Mising villages named Baligaon and Bukagaon at Balipara in Sonitpur district of Assam yesterday, according to a local newspaper in Assam. It is a also noteworthy to mentioned here that Stiglitz who was coming with his wife and nephew even took meal in one's Mising village the previous night. He was treated with the tribe's local recipes.According to the local daily of Guwahati,he also visited Nameri National Park located in the vicinity and took taste of various local recipes.(Hope,Stiglitz was treated with namsing, rasor or amin oying in the Mising village, our favorite recipes!).He took stock of Mising people's village economy and also visited a weekly market. All he toured for hours on foot!A top official of the government of Assam who accompanied Stiglitz said in a huge gathering minutes before where conversation between Joseph Stiglitz and Meghnad Desai was held. (Let's hope our Indian planners/intellectuals tour the villages the way Stiglitz did.)He also significantly pointed out that he felt flood prone state like Assam should not go for big dams instead choose for micro hydro projects. He delivered talks in Guwahati along with Meghnad Desai of London School of Economics on rising Asian economy and its implication for world economy .

Both Stiglitz and Desai were invited by Youth Forum on Foreign Policy(YFFP),an organization formed by Assam chief minister's son Gaurab Gogoi along with his friends to focus decision-makers from center of powers to the less traversed region like landlocked northeastern region of India.YFFP said that they would take such steps by inviting top personalities of the world in the future too.

By : Bhaskar Pegu

The 11th issue of Mising magazine name d Asinang Onam published by Mising(also spelled Mishing ) Society of Mumbai(MSM) has traced the root of Mising tribe's first everpost independence ethnic literary organization Mising Agom Kebang(MAK) to Adi-Mising picnic based at Cotton College,a premier institution of learning of Northeastern India. The latest issue of the journal from the registered body of Mising organization says that before the formation Mising Kebang,a push factor in instilling the nationalism of the Mising people was the joint picnic of the Tani tribes organized at Ctton College. The Asinang Onam, now christened as journal of research and review on Mising ethnology and language, from MSM mentioned that ''if we go a bit farther to walk in the down memory lane,we can trace more of its beginnings. Not long before the 'Gauhati Mishing Kebang"came into being,it was 'Adi-Mishing Kebang'came into being,it was 'Adi-Mishing picnic Committee' came into being which had organized social events of the Adi-Mishing community commnities living in Gauhati during those days. This socio-cultural platform was set up at an informal held on Sunday the 25th Septmeber 1966,in room No.5 of then DS Hostel,Cotton College,Gauhati(Now the hostel is renamed as Mahendra Nath Deka Phukan Chatrabash)".The journal also added that the meeting was attended by Pratik Potom and Margey Ete,both students of Gauhati University and Tagang Taki,Tulmin Milang,Sonadhar Doley,Durga Regon,Peter Pegu,Bhagyeswar Taye,Bhagyeswar Taye,Bishweswar Pegu who were doing their cousre in different streams in Cotton College.Accordingly, the first picnic of the integrated community was held on Sunday the 18th December 1966 at Chandrapur about 30 km distance of the city.A crowd of about 40 members comprising of students from several institutions and employees, their family as well as children, turned up for the first ever organized gathering to share an outdoor meal with their fellow communities.Adi-Mising Picnic continued every year thereafter at different locations".

Blog by Prafulla Kaman

It is somewhat surprising but true that since early 80s ‘Assam Bandh’ has been a frequently heard and unpopular words in Arunachal Pradesh, particularly in districts bordering Assam.

It is because; the people of Arunachal have to cross Assam to go to other places of the state due to communication bottleneck.

For instance, Bomdila, the district headquarter of West Kameng is very near from Itanagar in aerial distance. But in practical, it is very far to reach Bomdila as people have to travel half of the road through Assam. Likewise, to reach Tezu in Lohit district, the people of Pasighat in East Siang have to undertake a gruesome day-long journey crossing the mighty Siang and Brahmaputra rivers, more so in summer.

When one has to go to distant place next day, he or she is accustomed to ask someone if there is any bandh call in Assam on that day. It is a fact that most of the bandhs in Assam are called hurriedly by the bandh callers. Nowadays, numerous local bandhs are called frequently on petty issues covering a particular district or a very limited area.

Be it a bandh in Lakhimpur, Dhemaji or Dibrugarh, it affects almost all in Arunachal although these bandhs are called in Assam.

The most unpleasant “bandh culture” in NE states is adopted particularly by the student communities and other organizations in Assam and Arunachal Pradesh in an effort to draw the government/ authority’s attention towards their grievances/demands. But, the agitating organizations never think of the fact that the unpleasant culture is causing huge loses to the economy of the states and man days. Some eminent critics had been raising voice against the negative impact of bandhs culture but their reformative views did not have the grant of legislation for several years. Subsequently, the apex court of the country during the last year declared bandh calls illegal. But the unhealthy practices adopted by those organizations have not been ousted.

The recent bandh called by Assam based peasant’s organization Krishak Mukti Sangram Samiti and others students’ union, against construction of mega hydro power projects in Arunachal rivers has been creating mixed reaction among the people. The agitating organizations have claimed that it was time bound movement of the people for their safety and security from impending disaster.

Observing the present situation, it is unlikely that the Assam Government or the Central Government would initiate a strategic solution to the problem. The Arunachalis, who have no concern with the demands raised by the Assam organizations have been suffering a lot from such bandh call in Assam since long past.

Wisdom should soon prevail upon the organizations to realize that every bandh called has a very bad affect on the lives of innocent people besides losses in terms of economy.

COURTESY:THE ARUNACHAL TIMES,03/01/12

A group of ministers will deal with multi-disciplinary issues connected with hydro-power projects in view of the anti-dam activists’ continuing protests against the Lower Subansiri Hydel Power Project at Gerukhamukh till it is cleared by experts.

The decision to constitute the group of ministers (GoM) was taken at a cabinet meeting chaired by Assam chief minister Tarun Gogoi here this afternoon at the suggestion of power minister Pradyut Bordoloi.

Bordoloi had earlier in the day said the situation was still not “conducive” for talks with anti-dam protesters who participated in a massive rally at Lakhimpur town at Tyag Khetra, organised by the All Assam Students Union, today.

Highly placed sources said the committee was mooted because setting up of such projects concerns several departments instead of the power department only, whose main mandate is the generation of power.

“This committee, the nitty gritty of which will be worked out once it is notified by the chief minister, will look into a hydro project in its totality. Departments like forests and environment, irrigation, water resources, finance, PWD and revenue, apart from power, will all have to get involved now,” he said.

The development comes amid a growing demand by anti-dam protesters, involving AASU and 26 other organisations, for immediate talks with Dispur and a joint sitting of experts from home and abroad.

Protesters had forced the Lakhimpur administration to temporarily halt the movement of a truck carrying machine parts to the dam site. The truck is now parked in a Lakhimpur school.

“I believe that the situation is still not conducive to talks. We are not opposed to talks but it will certainly not be under any pressure. Initiatives are under way to hold talks and there is something called Track II diplomacy. The government does not have to give any advertisement for holding talks. Forty-five per cent of the construction work has been completed and there is no question of stopping work,” Bordoloi had said earlier in the day.

“The project has been delayed and costs have gone up. The price at which we were supposed to get power will also go up as the implementing agency will add all this when the project gets commissioned,” Bordoloi said. He added that the protesters were holding up a draft tube cone to be used for the project.

Soon after the Lakhimpur rally, in which several hundred people participated, AASU president Shankar Prasad Ray told The Telegraph that they were firm on their decision to stop the movement of any kind of material and machiness to the dam site till the government heeds the recommendations of the expert committee constituted by Dispur.

“Till then, it should halt construction or we will continue to oppose the project. We are, however, open to talks. Let the experts, foreign or from the state, take decisions,” Ray said.

Lakhimpur AASU adviser Debajit Mazumdar said the protest would intensify if the government did not take corrective measures and the movement of materials would be affected from Kokrajhar to Jonai.

This might be an indication that anti-dam protesters are also targeting the scores of big dams coming up in neighbouring Arunachal Pradesh, which has planned over 168 dams.

Source:The Telegraph,Dec 4,2011

Hit by erosion, they live on embankments, roads!

The Tarun Gogoi government has not in any way handled the problem of erosion and the issue of rehabilitation of those rendered homeless by erosion wit...

The Tarun Gogoi government has not in any way handled the problem of erosion and the issue of rehabilitation of those rendered homeless by erosion with the required sincerity, despite being in power for three consecutive terms, something not seen earlier in Assam’s political history.

Part-I

Mousamjyoti Baishya

GUWAHATI, Dec 6: It was in the 1950s that the problem of erosion, which all this while had existed in Assam, started turning ugly. In the last decade, the mighty Brahmaputra has washed away about 4,71,380 hectares of land and affected around 2,65,559 people. While previous governments in the State never acted on this issue, even the hattrick-happy Tarun Gogoi government is choosing to turn its face away from the problem.

Every year, erosion renders thousands of families homeless, leaving behind a trail of tears and shattered dreams. Thrown out of livelihood and having no place to call as home, these people are forced to live in subhuman conditions on embankments and roads. While Chief Minister Tarun Gogoi may claim to understand the economics that governs the life of the rural people of Assam and to work for the economic prosperity of these people, the fact is that his government has not done what is required to rehabilitate the homeless people. One has only to take a look at the embankments and roads where these people are living to understand their misery and the pathetic conditions in which they have been forced to live. These people have lost their right to live with dignity. What is more distressing is that the future of their children seems to have reached a dead end.

As per a July 2011 report available with The Sentinel, out of 14 districts in Assam, erosion activities are not very rampant in four districts. In the remaining 10 districts, a large number of people are living on embankments and roads, and this includes a significant number of children too. A total of 62,812 people are living on embankments and roads in eight districts. The district-wise figures are:

Cachar: 343 people, Goalpara: 65 people, Morigaon: 31,030 people, Nalbari: 815 people, Sonitpur: 5,264 people, Jorhat: 13,838 people, Nagaon: 2,764 people, Lakhimpur: 8,693 people

From the above figures, it is evident that Morigaon district has the highest number of people living on roads and embankments.

The district-wise number of children living on embankments and roads is:

Cachar: 196, Nalbari: 257, Sonitpur: 1,513, Jorhat: 3,723, Nagaon: 1,018, Lakhimpur: 1,360

A total of 8,067 children have been affected by erosion and are living in abysmal conditions on roads and embankments. This figure is a mockery of child rights and children welfare schemes that the State Government keeps talking about, and this is just the cumulative figure of only 14 districts of the State!

People have spent 10 to 20 years of their lives on roads and embankments, some even more than 20 years. From 1985 to 2001, no political party managed to form government in Assam for consecutive terms. But since 2001, the Tarun Gogoi government has managed to be in power in the State three times in a row. In the last Assembly polls, the Congress won 78 seats. Why still has this government not been able to tackle the erosion problem in Assam with the required zeal and zest? Why is this government ignoring the wails of the people rendered homeless by erosion? Chief Minister Tarun Gogoi keeps knocking at New Delhi’s doors for funds to control erosion. But does his responsibility end here? This government is quick to give land to companies from outside which want to set up base here. But what about the indigenous people of the State whose lands are washed away every year due to erosion? For decades they have been living without any proper means of livelihood, pushed to the brink of penury as a consequence. Will the government ever think about their welfare?

A river embankment usually has a life span of 25 years, and most of the river embankments in Assam have crossed their life span. Will merely seeking funds from the Central Government for repairing embankments suffice? Is it not the government’s responsibility to ensure that these embankments are repaired?

The Tarun Gogoi government has not in any way handled the problem of erosion and the issue of rehabilitation of those rendered homeless by erosion with the required sincerity, despite being in power for three consecutive terms, something not seen earlier in Assam’s political history.

A Sentinel team has visited the Palasbari-Gumi embankment. Tears of people whose lives have been thrown apart by erosion, have greeted the team. With no land to carry out agricultural activities, these people have been compelled to earn their living as daily wage labourers. Their tales of sorrow will be narrated tomorrow.

Soource:The Sentinel,Dec 7,2011

If you talk to a man in a language he understands, that goes to his head. If you talk to him in his own language, it goes to his heart, Nelson Mandela had said.

Assam’s apex literary organisation, the Asam Sahitya Sabha, knows only too well the power of language and is hence taking the linguistic route to foster closer ties between the tribals and non-tribals.

The organisation is planning classes on various indigenous languages — the first two being Mising and Deuri.

Both languages will be taught at the Sabha headquarters at Jorhat from the second half of this month.

Anybody interested in learning the languages, irrespective of age, can enrol. There are no charges for the course.

Convener of the Distance Education Programme of the sabha, Pabitra Borbora, told The Telegraph that curricula has been set for the tribal languages training programme by experts of the two communities.

Nripen Deuri and Khogen Deuri, president and vice-president respectively of Deuri Sahitya Sabha, Dipak Kumar Doley, secretary of (Mising Abang Kebang) Mising Sahitya Sabha and Khogen Pegu have put their heads together for the curricula.

Learners will garner functional and preliminary knowledge of the languages in 25 classes spread over three months.

Basic words required for communication like “thank you”, “good morning”, “good night”, “congratulations” and “welcome” will be part of the course, which has no eligibility criterion.

Two learners’ books are being published for the benefit of the pupils.

Classes will be held twice a week in the morning or in the afternoon to make it possible for a maximum number of students to attend the classes.

Sixty people, aged between 18 and 50, have enlisted their names for the course, which includes students, government employees and businessmen.

Sabha assistant secretary Debajit Bora said the organisation plans to conduct such classes for other tribal languages in different parts of the state.

He said classes on Bodo, Rabha, Chadri (language spoken by tea tribes) Nepali and Dimasa will also be undertaken by the sabha.

The initiative is a goodwill gesture by the organisation to strengthen age-old ties between all ethnic communities, he said.

Source:The Telegraph,Dec 7,2011

By Ojin Tayeng

The remote Taksing and Mechukha in the Himalayan mountain ranges of Arunachal Pradesh along the Indo-China border are worth a visit and truly a paradise for the tourists.

However, like Vijaynagar, Limiking upto Taksing of Upper Subansiri District has the same story to tell as it lack road communication, electricity and telecommunication.

The last village of Arunachal Pradesh along the Subansiri River Basin (Taksing) is completely deprived of developmental activities.

The road construction work being carried out by Border Road Organisation in this strategically important region is very poor. The motorable road is hardly upto few kilometers away from Kete Nallah, which is one hour drive from Limiking.

Due to non existence of road communication, the villagers of Tama Chung Chung, Redding, Taksing and some other villages, Indian Army and Indo Tibetan Border Police being posted at Taksing area and Maza border, needless to say are facing difficulties. The villagers of these villages carry their food stuffs from Limiking or Kete Nallah covering a long distance in the mountain terrains which take two to three days walk from Limiking. Not used to such hostile terrains, the Armed forces takes 5 or 6 days to reach Taksing from Limiking.

It is very unfortunate that the village with its unique history vis-a-vis Chinese aggression during 1962 Indo-China war is still unconnected with main land of our country and left to fend for themselves.

This negligence on the part of government in providing basic road infrastructure resulting in meager presence of Army could become a major hurdle for the nation in case of any emergency. Only sizable numbers of Indian Army along with Indo Tibetan Border Police are guarding these hilly terrains border of Indian Territory.

The immediate road connectivity is must for Taksing and Maza borders to strengthen the military strength in the region and also to boost the economic and other developmental activities.

It is worth to mention that, the Chinese patrolling team manages to come near Indian Army camp (Gora, Cowshed camps) twice a year after crossing the Asapilla range and Line of Actual Control (LAC) which is one or two hours walk from Taksing.

Such patrolling by Chinese Army within the Indian Territory is great threat to the country and it needs to be addressed by the government of both the countries. Though our country is launching many new missiles and weapons day by day, the task of defending the country’s international boundaries within Arunachal Pradesh would be futile, until and unless sufficient armed forces are pressed in to defend such strategic important locations.

After visiting Taksing, this correspondent also visited Mechukka of West Siang District, and reached near Lamang Camp, the last ITBP Camp in the Indo-China border from Arunachal side. But due to heavy snow fall in the mountain ranges, I could not reach upto LAC, which is only three hours walk from Lamang ITBP camp for local people.

The road construction being carried out by BRO from Mechukha to Lamang camp crossing Yarlung ITBP camp is worthy of praise. People informed that the road connectivity from Mechukka to Lamang would be completed within this financial year. However, there is no plan for extension of road upto LAC.

Further, those people from Taksing and Mechukha who had crossed Indian territory and visited Tibet region of Chinese territory two or three times a year on trade purposes, informed that Chinese government has already constructed well developed road and also established Chinese Army camp in the Tibet region of China along the LAC.

It is very disappointing that despite Indo-China War of 1962, our government could not build link road upto LAC even after 49 years.

Taking into account the information gathered from local people of the region about Indo-China border areas, one feels the need that the government of India and China need to initiate another agreement to foster a long term high-quality neighborhood relationship between the two countries for the fundamental interest of the peoples or revive the Panchsheel, which calls for peaceful coexistence between China and India to promote mutual respect for sovereignty and territorial integrity, non-aggression, non interference into each other’s internal affairs, equality and mutual benefit and peaceful coexistence and with a view to maintaining peace and tranquility along the line of actual control in the India-China border areas.

Source:The Arunachal Times,06/12/2011
